Director, Substation Engineering and Projects

Position Summary
This position is responsible for the planning, directing, and coordinating activities of the Substation Engineering & Projects department, including the design and construction of complex electrical power systems in support of the Cooperative’s strategic initiatives.
Essential Duties & Responsibilities
- Conduct engineering analysis for the design of substations; ensuring quality of design, material specifications and standards, and construction specifications and standards · Prepare technical specifications and analyze technical data to determine appropriate limits and variables for product, process or materials specifications
- Review and recommend or approve contracts and cost estimates
- Coordinate and direct projects, making detailed plans to accomplish goals and direct the integration
- Develop budget for capital improvement projects
- Communicate project scope, details, and budget parameters to District Operations, System Maintenance, and SCADA
- Coordinate compliance with standards, codes, and regulatory requirements
- Prepare and study technical drawings, specifications of transmission lines and topographical maps to ensure that installation and operation conform to standards and customer requirements
- Operate computer assisted engineering and design software and equipment to perform engineering tasks and analysis
- Confer with engineers, customers and others to discuss substation system projects
- Direct and coordinate manufacturing, construction, installation, maintenance, support, documentation and project management activities to ensure compliance with specifications, codes and customer requirements

- Oversee project production efforts to ensure that they are completed satisfactorily, on time and on budget
- Manage the design and monitor the construction of large substation projects to ensure compliance with the engineering design
- Represent the Cooperative in the Public Utility Commission of Texas Certificate of Convenience and Necessity (CCN) process
- Prepare engineering drawings, maps and construction specifications
- Coordinate with Cooperative management, consultants, members, developers and government entities on all assigned projects
- Provide guidance and mentoring to other department engineers
- Provide efficient and effective responses as an engineering resource to other departments
- Serve as a department and project leader
- Supervise the work of staff, consultants, or contractors to ensure adherence to quality standards, deadlines and proper procedures, correcting errors or problems
- Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes
- Implement corporate and departmental policies, procedures and service standards in conjunction with management

- Discuss job performance problems with employees to identify causes and issues and work to resolve problems
- Teach and instruct employees in job duties and company policies or arrange for training to be provided
- Evaluate employees' job performance and conformance to regulations and recommend appropriate personnel action
- Recruit, instruct and supervise subordinates
- Interpret and communicate work procedures and company policies to staff
- Develop and review operating procedures
- Develop and manage department budget
- Establish work priorities and activities
- Recommend promotions, transfers, hires and other disciplinary action
- Establish metrics and prepare monthly report
- Coordinate activities with other departments
- Maintain the security of confidential information
- Stay abreast of advances in technology
- Demonstrate regular and prompt attendance
- Performs other related duties as necessary or assigned
Supervisory and/or Leadership Responsibilities
A full range of supervisory activities, training, evaluation, counseling and recommendation for termination. This includes, but is not limited to, effectively communicating organizational policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities.
Knowledge, Skills & Abilities
- Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data, configuration, or processing information
- Knowledge of principles and processes for providing customer service
- Knowledge of power system analysis, including the use of load flow programs, such as PSS/E
- Knowledge of power system transmission materials, such as structures, foundations, insulators, anchor bolts, etc.
- Skilled in CCN and RTP processes
- Skilled in time management
- Skilled in prioritizing and managing changing priorities
- Ability to lead and direct a work team
- Ability to read and understand transmission construction design drawings
- Ability to communicate effectively verbally and in writing
- Ability to listen and understand information verbally and in writing
- Ability to anticipate, identify, analyze and resolve conflict and problems

Minimum Qualifications - (Education, Experience)
- Bachelor’s Degree in Engineering
- Master’s Degree preferred
- Fifteen years of directly related work experience , including five years of supervisory experience
- Registered Professional Engineer in the State of Texas
- Valid Driver’s License
