Position Summary
This position is responsible for Supervising the day to day 24/7 operations and strategic direction of the high voltage transmission grid and substation infrastructure including the maintenance, commissioning, and repair of transformers, transmission and distribution breakers, microprocessor and electromechanical relays, switches, apparatus, and Power Line Carrier (PLC) communication equipment associated with the high voltage transmission system, distribution infrastructure, and capital improvements projects.
Essential Duties & Responsibilities
- Supervise and oversee all power quality initiatives, maintain a time based maintenance approach according to the Cooperative’s Substation Equipment Maintenance Standards Plan and manufacturer recommendations
- Provide support and expert technical knowledge for substation and distribution capital improvement projects
- Supervise annual maintenance and inspection program for substation power and auto transformers, transmission breakers, circuit switchers, distribution breakers, microprocessor and electromechanical protection relays, Power Line Carrier communication equipment, and other key substation equipment
- Provide support and oversee commissioning, including microprocessor protective relay programming and testing, trip check and function test all new substation equipment
- Supervise the energization of new substations
- Evaluate and interpret dissolved gas analysis and fluid quality analysis reports and implement recommendations for corrective action
- Supervise and provide support in complex testing and analysis to resolve problems and discrepancies related to Power Line Carrier communications, remote terminal end units, and data associated for reliable operation of the high voltage transmission grid
- Prepare and present status of capital improvement projects for management
- Conduct and train employees in electrical testing, including transformer turns ratio, digital low resistance ohmmeter, fluid dielectric tests, power factor, winding resistance, sweep frequency response analysis, etc.
- Guide technicians with reading and understanding schematics, cable schedules, wire diagrams, substation one-line diagrams and various manufacturer’s software packages to operate electronic test equipment

- Supervise and oversee the installation of mobile substations for substation construction projects and to perform maintenance of substation power transformers
- Assist in developing a departmental training program for substation maintenance and testing
- Assist in developing short and long term Capital, Operations and Maintenance budgets to support the Cooperative Strategic Plan
- Interpret, explain and enforce cooperative policies, procedures
- Communicate with schedulers and project management team regarding project status
- Inforce safety rules and address issues with department team
- Guide and direct technicians in the operation of electronic testing equipment
- Guide and direct technicians in the proper method to modify and correct protection and control prints
- Perform emergency Call-Out duty for all substation issues including power outages
- Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes
- Implement corporate and departmental policies, procedures and service standards in conjunction with management
- Discuss job performance problems with employees to identify causes and issues, then work to resolve problems
- Teach and instruct employees in job duties and company policies or arrange for training to be provided

- Evaluate employees' job performance and conformance to regulations and recommend appropriate personnel action
- Recruit, instruct and supervise subordinates
- Interpret and communicate work procedures and company policies to staff
- Develop and review operating procedures
- Develop and manage department budget

- Recommend promotions, transfers, hires and other disciplinary action
- Establish metrics and prepare monthly reports
- Coordinate activities with other departments
- Operate PEC vehicle(s) for business purposes in accordance with applicable Federal, State, and local law and PEC policies and procedures
- Maintain driver eligibility through appropriate valid Texas Driver's License and driving record in accordance with PEC policy
- Maintain the security of confidential information
- Stay abreast of advances in technology

Minimum Qualifications - (Education, Experience)
- Associate’s Degree in Electrical Power and Controls, Electronics Technology, or related field
- Directly related experience may substitute for education
- Five years of Substation Technician III or equivalent experience
- Four years of demonstrated leadership experience
- Valid Texas Driver’s License and Motor Vehicle Report that comply with PEC policy
