Position Summary

Supervises the 24/7 Dispatch Operations Center (DOC) staff, plans, coordinates, directs and supervises switching and tagging; writing, checking and issuing clearances; monitoring of loads, emergency restoration and associated reporting for the electric distribution system. Supervises the dispatch of PEC personnel to outage, trouble and emergency calls on the PEC electric distribution system. Supervises and coordinates the above activities within the DOC and in coordination with the District Field Operations departments as needed. Serves as switching director as assigned.

Essential Duties & Responsibilities

Monitors, operates and maintains electronic dispatch system including the operation of OMS/ADMS and SCADA equipment.
Plans, writes, checks, approves, directs, issues clearances/permissions and monitors orders for switching, grounding and tagging instructions for the distribution system.
Receives OMS outage and non-outage events and trouble calls from the member call center, analyzes the problem and initiates corrective action including dispatch and of personnel in accordance with established procedures. Directs corrective action as required by timing or circumstances, and informs appropriate system personnel (member service center, T&D staff, engineering, management, etc.) of problems on the electric distribution system and associated restoration progress. This includes leadership and execution of planned and unplanned outage ETR’s and critical operational communications for situational awareness.
Monitors load and voltages on circuits and substation equipment during switching and peak periods to assure loading parameters are not exceeded.
Participates in the process for Single Contingency Load Loss Studies and risk mitigation analysis on the sub-transmission and backbone distribution along with developing recommendations to mitigate risk.
Supports the emergency disaster plan as required and assists at other regional districts during emergency storm restoration as assigned.

Supervises DOC switching requirements between system dispatchers and field personnel for assigned shift.
Prepares, disseminates, and maintains the assigned operations center records and reports in support of system operations (i.e., circuit and equipment loads, nomenclature, interruption reports, emergency contact telephone numbers for governmental agencies, large members, other utilities, and others).
Coordinates with ERCOT and the TCC for emergency load shedding in accordance with current Operating Procedures/Guides.
Supports the Manager to ensure the workload of the shift and all applicable system configurations and risks are discussed for preparation purposes, as well as proper notification if daily workload cannot be accomplished on the assigned shift.
Supports the Manager with outage management business processes, procedures, tools and systems in achieving continuous improvement of operations and recommending improvements, as needed.
Trains new Operators including assisting in On-the-Job Training (OJT) for OMS/ADMS class instruction and switching and tagging procedures

Position Summary

Position Summary

This position is responsible for construction inspection and construction management of transmission line and substation construction projects.

Essential Duties & Responsibilities

Provide on-site construction inspections for concurrent transmission and substation construction projects.
Provide construction management services to ensure key milestones are met and coordinated with other PEC departments.
Coordinate and report construction schedules with involved departments.
Support specification and documentation of PEC design standards and material standards based on construction observations.
Review transmission and substation designs prior to construction to become familiarized with the project design, specification, material, and outage requirements.
Support department engineers and project managers in project scope and schedule development.
Ensure contract compliance with PEC specifications, standards, and industry practices.
Ensure PEC membership’s fiduciary interests are maintained through effective contract management during all construction activities.
Ensure safe working practices and environment is adhered to on the construction site.
Ensure construction activities are fully complete when invoiced by construction contractor.
Ensure environmental and permitting requirements are implemented per the specification.
Serve as Storm Water Pollution Prevention Plan Inspector for specific projects.
Provide weekly construction reports and status to all interested parties.
Coordinate construction activities with other PEC departments to ensure construction timelines are maintained.

Verify accuracy of drawing markups and as-builts. Hang hard copy control house drawing set and coordinate loading of electronic files in the drawing database.
Notify PEC Engineering when projects will not meet contracted schedule.
Suggest construction options to recover project schedule.
Reject construction activities and materials that do not meet PEC standards, specifications, and designs.
Conduct pre-construction meetings and safety tailboards as required.
Coordinate with other PEC departments as necessary for completion of the projects.
Receive, inventory, inspect, and/or reject material delivered directly to jobsites.
Report material received and construction units completed for invoicing and inventory.
Coordinate issuing of material to contractor from PEC Warehouse.
Coordinate outages and/or mobile transformers as necessary for projects.
Provide technical support and information through project closeout.
Maintain the security of confidential information
Stay abreast of advances in technology
Demonstrate regular and prompt attendance
Performs other related duties as necessary or assigned
